The Negotiating Panel of the National Democratic Front of the Philippines (NDFP), including its consultants, staffers and volunteers, extends its deepest condolences to Luz Fortuna and their three children on the death of labor leader Diosdado ‘Ka Fort’ Fortuna.

The NDFP strongly condemns his brutal murder. He was a principled labor leader who consistently and courageously worked for workers’ rights and welfare. It is for this reason that he was mercilessly killed at around 6:00 pm on September 22, 2005. He had just left the Nestle picket line in Cabuyao, Laguna to visit his sick grandson when motorcycle-riding assassins shot him twice in the chest.

NDFP condemns US government for humiliating and abusing General Jarque and his wife

The NDFP Negotiating Panel vigorously condemns the inhuman treatment of Retired General Raymundo Jarque and his wife Zenia by the US authorities when they arrived at Dallas airport on September 20, 2005. They were there to visit their daughter, Melissa, a resident of the US and to seek urgently needed medical care for Mrs. Jarque. They were held incommunicado, separated from each other, not allowed visits from family. They even could not change their clothes. The Philippine consul in Dallas said he could not do anything for General and Mrs. Jarque.

No reversal of NDFP position on resumption of formal meetings

There is no reversal of the NDFP position regarding the resumption of formal meetings of the negotiating panels. The NDFP has always been firm in its position that the prejudicial questions must be satisfactorily addressed by the GRP before the resumption of formal meetings. This point is clear in the August 29, 2005 letter of the NDFP National Executive Committee to the GRP de facto principal Gloria M. Arroyo.

No agreement reached on resumption of formal meetings and ceasefire

The informal consultations held in Oslo on August 28-30, 2005 did not result in an agreement to resume formal meetings of the negotiating panels and undertake a joint ceasefire between the NDFP and the GRP. The GRP representatives did not have the mandate to conclude any agreement with the NDFP. Thus, there are several outstanding issues that still have to be resolved, including the GRP’s compliance with its obligations according to Oslo I and II, before there can be a resumption of formal meetings of the GRP and the NDFP panels.

On behalf of the National Executive Committee of the National Democratic Front of the Philippines (NDFP), I hereby confirm that the NDFP has received the letter dated 2 September 2005 from the Office of the Presidential Adviser on Peace Process of the Government of the Republic of the Philippines (GRP), informing the NDFP of the GRP’s withdrawal of the “notice of suspension” of the Joint Agreement on Safety and Immunity Guarantees (JASIG) issued last August 3, 2005.
