Revolution not Election is the solution to the crisis of the country

After the first presidential debate, it is clear that no presidential candidate has a comprehensive program for governance to save the nation from the grave economic and political crisis triggered by neoliberalism and the intensifying intervention of US imperialism in our country’s internal affairs.
None among the presidential candidates’ platforms had a critique of the CARP or an alternative genuine land reform program that includes the free distribution of agricultural land to the peasants and provides the financial and technical assistance needed to modernize the method of food production and of other agricultural products  needed by the country. The presidential candidates were silent with regards national   industrialization. They have no stand on the increasing foreign debt. They turned a blind eye to the impositions of imperialist-dominated international financial institutions and their restructuring policies like liberalization, deregulation, privatization and de-nationalization that further intensify the country’s economic and financial crises, the pauperization of the people and the destruction of the environment.
Almost all the presidential candidates avoid clearly opposing the Visiting Forces Agreement, the Enhanced Defence Cooperation Agreement (VFA/EDCA) and other unequal bilateral agreements that aggravate the stranglehold of US imperialism on the politics and military of the country.  The aforementioned military agreements support the aggressive build-up of US military presence in the country and in the region.  This is in an effort to keep in check China’s rising military and trade presence and influence in South East Asia. 
Neither has any of the candidates shown any genuine concern for the escalating violations of people’s rights committed by the state armed forces nor in addressing the root causes of the armed conflict by continuing peace talks based on the Framework Agreement of The Hague Joint Declaration between the Government of the Republic of the Philippines (GRP) and the National Democratic Front of the Philippines (NDFP).
Their platform of governance deals only with the peripheral and secondary issues being faced by the people and the country as they continue to make grandiose promises to end hunger in the Philippines, provide employment for workers, agricultural production assistance to the peasants, medicine for the sick, improve the educational system, eliminate corrupt officials and criminals, build infrastructures, etc. However, these promises are no different from those made in the past elections and since the establishment of the puppet republic in 1946 under the semi-colonial domination of US imperialism. The outcome of the Philippine elections will not be based on which candidate and party carries a genuine and practical program that addresses the issues of democracy and sovereignty, economic emancipation and political liberation.
The winner of the presidential race will be the candidate with the biggest funding resources to finance his/her campaign, and who can execute fraudulent operations and use terror tactics to pressure the voters whom to vote for. But the most decisive of all factors is the role of US imperialism in influencing the election results to decide who will be the number one political puppet, to ensure that US imperialistm’s big and strategic interests in the Philippines are protected.  The new administrator has to be subservient to the semi-colonial and semi-feudal social system. The absence of content and substance in the discourses of this Philippine election renders this supposed democratic exercise a sham. The only consolation for the toiling masses in attending a campaign meeting is the free entertainment and the possibility of receiving a dole-out of few hundreds of pesos and other goods as payment for vote buying.
It is wrong for the reactionaries to spread the notion that the voters are to be blamed for selling their votes and leaving corrupt and viciously greedy politicians blameless. The truth is that the corrupt practice of vote buying is integral to the style of democracy under the auspices of a reactionary government and controlled by politicians who invest a lot of money to ensure that they win in the elections and can hold on to power indefinitely.
It is impossible to hold free and democratic elections in the Philippines while the big-comprador-bourgeoisie and the landlords hold the power under the dictates of US imperialism. To conceal the truth, US imperialism and the local ruling classes mobilize the opinion survey institutions like the Social Weather Station and Pulse Asia  and other ideological and political machineries to prop up the existence of fake democracy.
The platforms of reactionary politicians and parties are determined by their class interest. These benefit the semi-colonial and semi-feudal system. Thus, as a result of the elections, the people should not hope for fundamental reforms in policies of the country in relation to economics, politics, military, culture, social services and foreign relations. The ascendancy to power of the winning candidate and the holding of positions of power by his/her reactionary cohorts and traditional politicians will only signal continuing pauperization, oppression and misery for the people under an ever worsening economic and political crisis.  History has shown us the inutility of Philippine elections and the reactionary state under Roxas, Quirino, Magsaysay, Garcia, Macapagal, Marcos, Aquino, Ramos, Estrada, Arroyo, and BS Aquino III.
In contrast, candidates representing progressive party lists enjoy wide and popular support from the people.  In a limited way, they are allowed by the reactionary classes to win and take a small part of the civil bureaucracy of the reactionary state.  Nonetheless, this progressive minority bloc has scored political victories in the parliamentary struggle by passing bills, resolutions and laws serving the interest  of the oppressed and the exploited masses.
The National Democratic Front of the Philippines-Negros and other revolutionary forces remain firm in their analysis and critique of the reactionary character of the bourgeois elections, which. ns are only an arena for competing for different reactionary state positions by the different factions, groupings and sections of the big-comprador and landlord classes like the Liberal Party, Nacionalista Party, NUP, Nationalist People’s Coalition, etc. In every election, the people are actually only voting for the reactionary group or party that will hold the reins of power and allow the ruling classes to continue the enslavement of the exploited and oppressed masses.
On the other hand, under the guidance of the Communist Party of the Philippines, the NDFP-Negros upholds the policy and tactics of the united front to dialogue with politicians and parties who would like to establish friendly relations with us.  During this election period, we will mobilize the people to expose the true nature of the reactionary elections, expand the mass organizations and mass movement, and achieve concrete benefits for the people and the revolution. The revolutionary forces reiterate their respect for the rights of the voters. We encourage them to vote for those candidates who have a track record of defending the democratic and national rights of the people including the democratic rights for land and against fascism.
The reactionary election is a fake and deceptive scheme that should be exposed and opposed. The revolutionary struggle is the only path towards genuine democracy and freedom for the people. #

DAVAO CITY — We become large and strong.

This was how the North Central Mindanao Region of the Communist Party of the Philippines – New People’s Army described their gains as they celebrate their 47th founding anniversary.

For 47 years, the NPA has served as the leading revolutionary mass organization in the countryside tasked to building and preserving the people’s democratic government in the countryside, according to Ka Norsen Manggubat, spokesperson of CPP in North Central Mindanao Region.

Manggubat said the government’s counter-revolutionary campaigns and operations have failed to crush the NPA.

“We have correctly grasped the basic guerrilla tactics of concentration, dispersal and shifting. For several years now, our Red army learned warfare through warfare, earned the overwhelming support of the people and thus, grew from being small and weak to become large and strong.”

“Let us celebrate the victories we have earned in advancing the revolutionary armed struggle, in agrarian revolution to dismantle the monopoly of land ownership and in liberating the peasant and Lumad masses from feudal and semi-feudal exploitation, in the struggle against multinational plantations and in resisting militarization,” Manggubat said.

NPA says mass base gained by 8.5%

Manggubat claimed that they have launched 56 episodes of “anti-feudal struggles” wherein majority of these are found in inter-cluster of barrios.

“More than 150,000 peasants and their families have benefited from the increase of wages of the farm-workers, in bringing down the pay of rice and corn mills, in raising the prices of their farm produce, in attaining potable drinking water, in resisting the health-hazard operations of mechanical dryers and in raising the share of rice field maintainers.”

He, however, noted that despite the increasing support from the people, peasants are still suffering from several “unsettled” problems such as landlessness, displacement of peasants from their communities, and proliferation of imperialist seeds damaging environment-friendly insects and traditional seeds.

‘Steady increase in members, rifles, offensive operations’

In terms of its members, Manggubat said that their group has achieved “19 % increase in the number of full-time guerillas, 29% increase in the number of new platoons and 23% increase in high-powered rifles.”

“We have launched 132 different types of military actions in which 36 assorted firearms were seized, including two K3 light-machine guns,” Manggubat noted. “The people’s militias have maintained 20% share in the total NPA military actions. The four guerrilla fronts have launched command conferences for the municipal and cluster commands of the people’s militias.”

NPA honors revolutionary martyrs, heroes

Manggubat said that NPA gave a tribute to honor the 11 revolutionary martyrs and heroes since March 2015 up to this date, including two NPA commanders and two members of the people’s militia.

He urged the members of the NPA to “persist in accumulating victories and sustain the advance of the armed struggle and fulfil the requisites of the strategic stalemate.”

NPA calls for ‘socialist revolution’

With the upcoming elections, Manggubat has called for a “socialist revolution” to end the problems of the country.

“With the upcoming reactionary elections in May 2016, the masses must not be swayed in their focus to revolution. No presidential candidate can resolve the three basic problems of the Philippines. The real solution is to end the semi-feudal and semi-colonial system and replace it with the genuine people’s democratic government which would proceed to the next stage of socialist revolution,” he stressed.

He added: “We must prepare for the counter-revolutionary plot of the succeeding regime which will impede the continuous advance of the national-democratic revolution.” (

The National Democratic Front-Mindanao joins the rest of the Filipino people in rendering its highest salute and conveying its congratulations to all the Red fighters and commanders of the New People’s Army (NPA) on its 47th founding anniversary on March 29, 1969. We also salute all the revolutionary martyrs who sacrificed their lives in the interest of advancing the armed struggle for national liberation and genuine democracy.

It is only fitting that we pay due importance to this auspicious day because the NPA, one of the foremost weapons of the people’s democratic revolution, continue to carry out its primary tasks and has reaped significant victories. This army has grown in size and strength and has frustrated the ill-intent of the US-Aquino III regime to crush the real people’s army and the entire revolutionary movement before the end of its term.

From almost nothing, the NPA was founded in Central Luzon in 1969 and it spread throughout the country. In Mindanao, the first NPA unit was established in 1972 in the boundary areas of Misamis Oriental and Agusan del Norte. From 1972, NPA forces in Mindanao spread and continued to increase in size and strength in the face of the brutal attacks of the Dictator Marcos’s OPlan “Nip-in-the-bud”, Cory Aquino’s and Ramos’s Oplan Lambat Bitag, Estrada’s Oplan Mamamayan and Arroyo’s Oplan Bantay Laya. Currently, the US-Aquino III regime’s OPlan Bayanihan faces definite failure and a huge defeat. It is defeated because it has utterly failed to crush a small and weak guerrilla force, which has stood its ground and grew even stronger despite the enormity of the size and strength of the regular armed forces of the reactionary state.

Its revolutionary victories have been concretely attained through the implementation of its tasks in waging the armed struggle, base building, launching agrarian revolution, advancing anti-fascist and anti-imperialist struggles, and conducting political and ideological study courses, including cultural work.

Even with the brutal onslaughts of the US-Aquino III regime’s OPB against the revolutionary forces in Mindanao, the guerrilla fronts in the island, from beginning of the regime in 2010 up until this year, increased to 46, which covers the five regions of the NPA in Mindanao. Many among these fronts have company-sized forces, and not even one was decimated.

Guerrilla front-building attained its successes because of the determined effort to establish and widen bases that serve as maneuver areas of NPA units. In all of the six years under the US-Aquino III regime, the number of barrios where the NPA operates increased from 1,850 to more than 2,500 at present, covering more than 200 municipalities in 20 provinces in the whole of Mindanao. The population influenced by the revolution increased to several millions, wherein 200,000 are directly organized, while tens of thousands are covered by the people’s revolutionary governments in numerous communities and barangays and some at the municipal level.

Generally, in Mindanao, the NPA has increased its strength. From the start of the US-Aquino III regime, it has grown to more than a hundred fulltime NPA unit formations from squad, platoon to company. Not one of these platoons was destroyed in battle by the enemy. The NPA has been able to sustain numerous recruits because of the breadth and depth of established guerrilla zones and bases.

People’s Militia units in barrios and communities, which are the direct reserved forces of fulltime NPA units, have grown by the thousands in Mindanao. Many among them directly participate in military actions. They have also been mobilized in intelligence work, transport of supply, and other military support to fulltime units of the NPA.

Guerrilla units in squads, platoons and companies, together with thousands of People’s Militia, launched more intensified tactical offensives (TOs) against enemy regular and paramilitary units of the butcher AFP. In 2010, the NPA was only able to launch 250 tactical offensives in the entire island. In the next five years, this has become more intensified and frequent, and in 2015, more than 500 TOs were launched by the NPA in Mindanao. Over the last two months of 2016 alone, the NPA in Mindanao launched more than a hundred TOs, most of which were directed against detachments and regular troops of the AFP.

We have combined annihilative and attritive military actions, through which, if we add up the number of casualties within the armed troops of the AFP, PNP and the paramilitary, we have wiped out one battalion each year in the past six years. From these tactical offensives, we have confiscated thousands of firearms of various calibre. These firearms, including those given by allies and those we bought from different sources, served as additional weapons in our effort to build more platoons and companies spread across the 5 regions of Mindanao.

It is also the NPA’s task to launch military actions to impose punitive measures against large-scale mining and plantations owned by multinational corporations (e.g. SRMI, PGMC, Dole, Del Monte and SumiFru) that have grabbed ancestral lands from the Lumad, monopolized lands and deprived the peasantry the opportunity for agrarian reform. These corporations have also tremendously exploited the workers, and have wantonly plundered the natural resources and extensively damaged the environment.

The task of defending the interests of the Filipino people and that of launching tactical offensives to gradually weaken and destroy the reactionary army of the ruling classes have only been resounding successes because of the strong and broad support of the people.

Mass support for the NPA has become ever stronger given that part of its central task is to wage genuine agrarian reform in the countryside. Victories in terms of land reform, benefitting hundreds of thousands of peasants and agri-workers in Mindanao’s countryside, have been achieved in the rural areas at varying levels and coverage in every region. The struggles were in the forms of reduction of land rent and farm implements, reduction of usury, increase in wages, and increase in the price of agricultural products. Also launched were medical services and cultural campaigns.

These victories also stem from the NPA’s persevering work in raising the political consciousness of its Red fighters and commanders. NPA units have regular basic political education that is outlined in the PADEPA course, which includes among others the Short Course on Philippine Society and Revolution, Special Mass Courses, and The Basic Rules of the NPA, etc. This high political consciousness determines the NPA’s voluntary service towards the greater masses of the people and a firm adherence to a steel discipline among its members. This sets apart the NPA from the mercenary forces of the AFP, PNP and paramilitary whose service is acquired because they are paid to suppress the people and protect the insatiable interests of the big bourgeois compradors, the landlord class and the imperialists.

The absolute leadership of the Communist Party makes certain that the People’s Army firmly abides by the correct political line of the People’s Democratic Revolution and is able to adhere to strong discipline in its boundless service to and defense of the people’s interests. In order to carry this out, from within NPA units in the entire country including Mindanao, Party Branches within the platoon and Party Committees within the company, guide the politico-military tasks of the unit and in undertaking mass work, alliance work and political work within the ranks of the reactionary army. And above all, we have also firmly laid the political foundation of Party members within the units of the army by implementing studies on Party courses, particularly the Basic Party Course, the Intermediate Course and the Advanced Course.

The continuing advance of the people’s war in Mindanao and the ongoing armed resistance of armed groups among the Moro people remain a thorn, deterrent against the exploitative economic interests of the ruling classes in Mindanao. Thus, in this last stretch of the US-Aquino III regime, its OPB military suppression campaign has become more brutal and virulent in its desperate attempt to realize its dream of crushing the revolutionary movement in Mindanao and make sure that it protects the interests of local ruling classes and its imperialist masters.

Currently, of the total 113 AFP battalions in the country, 68 are deployed in Mindanao. Thirty-four (34) battalions are deployed to focus against the NPA while 34 are also deployed to Moro areas. Brutal campaigns and military operations have been launched almost simultaneously against revolutionary forces led by the Party, NPA and the NDF and, at the same time, against Moro armed groups that continue to wage armed struggle.

The particular focus of OPB’s campaign and military operations is Eastern Mindanao, which comprise of NPA regions in Southern Mindanao, where 12 to 13 AFP battalions are deployed, and in North Eastern Mindanao, where 8 AFP battalions are deployed. While they concentrate on these two NPA regions, they have also launched almost simultaneous ‘containing’ operations in the regions of North Central Mindanao, Western Mindanao and Far Southern Mindanao.

The concentration of a huge number of AFP forces in SMR and NEMR, which total 21 battalions all operating with unspeakable viciousness against the people and the entire revolutionary forces, has inflicted immeasurable suffering upon the people, especially towards peasants, Lumad and other underprivileged sectors of society. It has been the standard procedure of these operations to perpetrate massacres with impunity, murders, burning of houses and schools, indiscriminate shelling, bombings (with the use of helicopters and bomber planes), forcible evacuations and other despicable forms of brutalities.

Mercenary butcher AFP troops, together with its paramilitary forces, committed these atrocities not only to destroy the revolutionary forces but, above all, to protect the investments of imperialists and local ruling classes, such as large-scale mining, plantation, energy projects and others that adversely impact the environment and tramples upon the interests of the Lumad, Moro, peasants and workers.

In tandem with this blatant fascism, they have also launched psywar campaigns, such as the so-called “Peace Caravan”, parading of “surrenderees”, and the COPD. These have been used to openly deceive the people into believing that their terroristic measures have succeeded in depriving the NPA of its mass base. It peddles the lie that the revolution has weakened so that next it can declare as “conflict-manageable and ready for development” areas it has attacked, such as Davao Oriental, Compostela Valley, Agusan del Sur, Surigao del Sur and other areas. This will pave the way for the implementation of billions-worth of PAMANA projects, which, clearly, is only a source of corruption for both Malacañang and OPAPP.

The regime somehow dreams that with the concentration of their forces on a few regions, particularly on Eastern Mindanao, in the entire country, it will be victorious in crushing these priority regions. But it is mistaken because while it focuses on SMR and NEMR, this opens the perfect opportunity for NCMR, FSMR and WMR to make headway in their expansion and consolidation work and in their overall effort to advance the revolution within their territories. And while the enemy has concentrated 60% of the AFP’s forces in Mindanao, it gives much leeway for the regions in Luzon and in the Visayas to significantly advance the armed struggle.

Whatever setback that befalls the NPA is but temporary, only fleeting. The foremost, dominant development is still the continuing advance of the armed revolution and, in general, the people’s democratic revolution. The NPA is invincible because it is the army of the people.

And as reality has shown, NPA units have courageously and heroically launched counter-attacks through tactical offensives in order to preserve itself, defend the interests of the people and consolidate the victories of the revolution, and to inflict more casualties upon fascist AFP troops and the paramilitary. Moreover, the people of Mindanao bravely openly resisted and daringly unmasked AFP, PNP and paramilitary forces and militantly protested against its many human rights abuses in the entire country. These violations have been widely exposed and opposed after the September 1, 2015 massacre in Han-ayan, Lianga, Surigao del Sur. The reactionary regime has been criticized with strong condemnation from various sectors in society, including the Catholic and Protestant churches.

Thus, on the 47th founding anniversary of the NPA, we must firmly hold on to our victories and look forward towards a bright future for the revolution. The interests of the people reside upon us. Together with them on our side, the last brutal leg of the US-Aquino III regime’s OPB will surely fail and be defeated. And it is certain that we can also defeat the next counter-revolutionary campaign plan of the next regime that will take replace the reactionary Aquino III administration. We are confident that the advance of the people’s democratic revolution will be sustained because we hold and fight for the aspirations of the people for real liberation, democracy and just peace.

Daghan kanila ang direktang napasalmot sa mga aksyong militar. Napalihok usab sila sa pagpaniktik, pagdala og suplay, ug ubang suportang militar ngadto sa mga pultaym nga yunit sa BHB.

Kini nga mga korporasyon grabe usab nga nagpahimulos sa mga mamumuo, ug dinagkong mikawkaw sa kinaiyanhong rekurso nga grabeng midaot sa kinaiyahan.

Kining mga tahas sa pagpanalipod sa interes sa katawhang Pilipino ug sa paglunsad sa mga taktikal nga opensiba aron anam-anam nga mapahuyang ug mabungkag ang reaksyonaryong hukbo sa nagharing hut-ong nahimong malamposon tungod sa lig-on ug halapad nga suporta sa katawhan.

Nahimong mas kusog usab kini nga suportang masa ngadto sa BHB tungod kay kabahin sa sentrong tahas niini ang paglunsad sa tinuod nga repormang agraryo sa kabaryohan. Kaylap usab nga napahigayon ang kampanyang pagpataas sa produksyon. Gilunsad pod ang mga serbisyong medikal ug ang kampanyang pangkultura.

Nagsumikad usab kining mga kalamposan sa BHB diha sa pagpanday sa pulitikanhong kahimatngon sa mga Pulang manggugubat ug kumander sa BHB. Nahimong regular ang mga batakang pulitikanhong pagtuon sulod sa nagkalainlaing yunit sa BHB nga nagambalay diha sa mga kurso sa PADEPA, sama sa Mubong Kurso sa Katilingban ug Rebolusyong Pilipino (MKKRP), Mga Espesyal nga Kursong Pangmasa, Ang Mga Batakang Lagda sa BHB, ug uban pa. Kining taas nga pulitikanhong kahimatngon nagtakda sa boluntaryong pag-alagad sa interes sa kinabag-ang masa sa katawhan ug sa paghupot sa puthaw nga disiplina sa mga ginsakpan sa BHB. Ug sa kamatuoran nga nahitabo, maisugon ug mabayanihong milunsad ang mga yunit sa BHB sa kontra-atake nga mga taktikal nga opensiba aron panalipdan ang kaugalingon, ang interes sa katawhan ug konsolidahon ang mga kadaugan sa rebolusyon ug ipahamtang ang daghang mga kaswalti sa mga berdugong sundalo sa AFP ug paramilitar. Dugang pa, maisugong dayag nga misukol ang katawhan sa Mindanao ug gipasibaw niini ang hugtanong pagbutyag ug pagprotesta sa daghang mga kalapasan sa tawhanong katungod sa AFP, PNP ug paramilitar dili lang sa Mindanao kundili sa tibuok nasud. Kaylap ug kusganong gibutyag kini human sa Septembre 1, 2015 nga masaker sa Han-ayan, Lianga, Surigao del Sur. Nahiagom ang reaksyonaryong rehimen og kusganong panghimaraut gikan sa nagkalainlaing sektor sa katilingban, lakip na ang Simbahang Katoliko ug mga Protestante.

Busa, niining ika-47 nga kasumaran sa pagtukod sa BHB atong huptan ang atong mga kadaugan ug lantawon ang hayag nga kaugmaon sa rebolusyon. Ang interes sa katawhan anaa kanato. Sila uban kanato siguradong mopakyas ug mopilde niining bangis nga katapusang hunat sa OPB sa rehimeng US-Aquino. NDFP Renders Highest Honors to Ka Roger

Ka Roger was an exemplary NPA Commander and the Spokesperson of the Communist Party of the Philippines. We also take this occcasion to honor the martyrs and heroes of the New People’s Army in all the 47 years of its service to the Filipino people in their revolutionary armed struggle against US imperialism, feudalism and bureaucrat capitalism. We extend warmest congratulations to our people’s army for its many achievements and in a very special way at this time when the NPA is launching numerous tactical offensives against the reactionary regime’s military and paramilitary forces.

It is a most opportune moment to recall and celebrate the life, and outstanding service rendered by Ka Roger as the Filipino people march in his honor as his remains are laid to his resting place in his hometown. We likewise pay our respects to his family who joins in honoring his great legacy and memory.

For many years, from the time of the Marcos dictatorship, Ka Roger was loved by the people as he was known as the voice, the face and spirit of the revolutionary movement. He was an excellent communicator. He broadcast the line of the people’s movement most effectively, explained the various issues, even the most difficult ones, in the simplest and very undestandable way. Coming from the toiling masses and immersed in their situation, life and struggles, he understood their deepest feelings and aspirations. He was a favorite of media people. They loved to call him up and interview him.

His memory and inspiration lives on among the masses and the entire people. His life and service are imprinted in the hearts of the masses, in the entire people who unceasingly struggle for genuine land reform and national industrialization, for freedom and independence, and a just and lasting peace!

NPA marks 47th year, tags AFP a ‘rabid dog’

Statement of the New People’s Army Southern Mindanao Operations Command in their 47th year anniversary on March 29, 2016

With tail between its legs, the Armed Forces of the Philippines in Southern Mindanao is running like a rabid guard dog, protecting US-Aquino regime’s anti-people interests and leaving a bloody trail of human rights violations in its wake. This, as the New People’s Army in the region celebrates its 47th founding anniversary with victories that underscore the ultimate defeat of the counter-revolutionary fascist policy Oplan Bayanihan as the US-Aquino regime’s term draws to a close.

Under the leadership of the Regional Party Committee of the Communist Party of the Philippines, all the NPA units in the region continue to show its mettle as the true army of the people by waging a protracted people’s war, gathering more and more strength from tactical offensives, agrarian revolution and base building. The NPA continues to develop guerrilla warfare and art of war tactics in displaying quick initiative, perseverance, determination and the flexibility to continue to prevail over and lead the people’s war against the US-Aquino regime’s brutal suppression campaign.

Almost 300 military actions since early last year were launched by NPA units in the region. More than a hundred high-powered firearms seized from successful tactical offensives were added to the NPA cache, including machine guns, sniper rifles and other military hardware. In these engagements, the enemy lost at least 400 of its troops, and almost 300 more were wounded-in-action. In particular, the masses rejoiced after the NPA’s successful raid that confiscated 74 high powered rifles in the mining firm armory of Monkayo Mayor Joel Brillantes and simultaneous attack against the 25th IB detachment last April 14, 2015.

In strict adherence to international humanitarian protocols, the NPA in the region safely held in custody and turned over several prisoners of war (POW) to their families amid unrelenting combat operations by enemy troops. Under the auspices of the National Democratic Front of the Philippines in its exercise of political authority as a co-belligerent party to the civil war in the country, the NPA acts as the instrument of such political power and has had a long practice of capturing, detaining, giving due process and releasing POWs in the region after undergoing negotiation and political settlement. In contrast to the AFP which makes false arrests of civilians in order to claim and pocket million-peso bounty, the NPA takes prisoners of war as legitimate and necessary part of the people’s war.

In the same manner, the NPA in Southern Mindanao exercised the will, in deference to the legal, judicial system of the people’s democratic government when it successfully meted out revolutionary justice in punishing enemy agents like Dario and Daryl Otaza who terrorized peasants and Lumads in their despotic rule in Loreto, Agusan del Sur.

Red fighters were actively involved in the establishment of organs of political power, empowering peasants and Lumads in developing socialist village-level and municipal level governments in hinterland areas in the region. The NPA vigorously supported anti-feudal campaigns that aim to reduce land rent and costs of farming inputs, raise wages and benefits for farm workers and carry out land confiscations in favor of landless tillers. They were in the forefront of sustainable production work for the ever-growing needs of the army and the people, providing necessary social services such as health and education and aiding in the administration of revolutionary justice in the red bases. More significantly, the people’s army led in recovering areas in the Supertyphoon Pablo-ravaged villages in the region, in contrast to the token and corrupt-laden disaster rehabilitation services falsely trumpeted by the reactionary government agencies.

The year was also witness to an astounding display of the enemy’s desperation to mark a dent against the revolutionary movement in the region. In vain attempt to dismantle revolutionary structures, the AFP mobilized an unprecedented 13 full infantry battalions, three Division Reconnaissance Companies, two Scout Ranger Companies, including at least 3 companies of 3 battalions on operational command. The thousands of fascist AFP troops, not including its rabid paramilitaries and the PNP in North Cotabato, Davao del Sur, Davao Occidental, Davao Oriental, Davao del Sur, Davao Oriental and Davao City conduct civil-military operations such as Peace and Development Outreach Program (PDOP), an insidious euphemism for psy-war tactics of brutal intimidation and extra-judicial killings.

The Eastern Mindanao Command’s spindoctors cannot make heads or tails of the classic dilemma: despite the enemy’s superiority in terms of sheer number of fighting troops and arms, it has miserably failed to run the NPA to the ground. To cover up, they babbled incoherence in the media, claiming Oplan Bayanihan is making strides in defeating the NPA while ironically, admitting there is a marked increase in military actions carried out by the NPA against AFP troops.

The US-Aquino regime is daydreaming when it attempts to turn the tide of the people’s war against the NPA in the region by deploying troops in sheer numbers and foisting firepower in superior amounts. Year after year, Aquino and the AFP, like all their reactionary predecessors, mobilize a mercenary and hated army in an attempt to win in a class war against a guerrilla army that is beloved by the masses of tens of millions.

How can a mercenary army like the AFP keep its head above waters when its troops are manic guard dogs of capitalist plunderers and exploiters of the people and the environment? Its troops have been reduced to armed minions that pave the way for destructive coal-fired power plants and large-scale mining companies such as St. Augustine Minerals, Agusan Petroleum and Minerals, Apex Mining and Xstrata Mining Corp., or else paid protectors of landlords and warlord politicians.

How can a fascist army ever hope to win the hearts and minds of the people when, failing to strike a blow against the NPA, it turns against hapless civilians with murderous impunity? The AFP troops in its mad rage killed with impunity 57 farmers, Lumads, activists, urban poor and revolutionaries sparing neither elderly nor children in Southern Mindanao. Brutal invaders that they are, they turn schools and communities into military garrisons, displacing almost 4,000 Lumads from their homes and livelihood around Mindanao.

In the midst of its struggle against the brutal US-Aquino regime over the past year, the NPA paid homage and turned its profound grief into revolutionary courage as it commiserated with the masses and condemned the brutal killing of Ka Parago (Leoncio Pitao), Commander of the 1st Pulang Bagani Battalion-NPA on June 28, 2015 in Purok 9, Brgy. Panalum, Paquibato District, Davao City. Words, fists, and a fitting tribute could barely express the NPA’s deepest regard to the NPA’s great commander and well-loved Red leader Ka Parago, who was suffering from multiple ailments when he, along with medic Ka Kyle (Vanessa Limpag) were riddled with bullets by raiding enemy troops last year.

In Southern Mindanao, this is the bloody legacy that the US-Aquino regime will be remembered for, much like the Marcos regime it hypocritically criticizes. Its last year in power, like the previous years of its administration, was deeply hated by the Filipino people for its criminal neglect during calamities, wanton plunder of our natural resources, insatiable corruption and atrocious militaristic approach towards justified social unrest.

To be sure, the next puppet regime that US imperialism installs will try again to repackage a new internal peace and security plan against the revolutionary movement. But the New People s Army, the true army of the people, will continue to defeat them until the final, inevitable overthrow of imperialism, feudalism and bureaucrat capitalism in the entire country.

[The content of this repost, especially the resolution of the prosecution office under the Manila Regional Trial Court closing the case and the related certification of the Secretary of the Department of Justice, is the answer of Prof. Jose Maria Sison to the current vilification campaign shifting the blame for the Plaza Miranda “bombing” from Marcos to him and Ninoy Aquino.]


I have sought out for interview Prof. Jose Maria Sison, founding chairman of the Communist Party of the Philippines and currently chairperson of the International League of Peoples’ Struggle because of a spate of attacks on him and the late Senator Benigno S. Aquino as having been supposedly among others the cause of the suspension of the writ of habeas corpus in 1971 and the declaration of martial law in 1972.

The campaign of slander against Sison is well-timed with the well-funded campaign for the election of Bongbong Marcos for vice president and for whitewashing the brutal and bloody violations of human rights and the filthy corruption of the Marcos dictatorship, which brought about severe economic and social suffering of the people and which ultimately drove the people to overthrow Marcos in 1986.

1. There is a big expensive campaign in print, broadcast and print media to spread big lies like the following: Marcos was justified in suspending the writ of habeas corpus in 1971 and martial law in 1972, the dictatorship of 1972 to 1986 was a paradise for the Filipino people and the nationwide movement of the people to overthrow the dictatorship consisted of a mere minority of the people. How do you react to this brazen attempt to change the verdict of history?

JMS: The big campaign that you refer to is obviously related to the campaign of Bongbong Marcos to get himself elected as vice president. He can mount such a campaign because he is drawing money from what his father had stolen from the people. He has been a criminal accomplice in keeping this stolen money to live like a prince and to try regaining political power.

Marcos used his own violent fabrications to justify the suspension of the writ of habeas corpus in 1971 and the declaration of martial law in 1972. The fascist dictatorship of 14 years was absolutely brutal and corrupt. The human rights violations have been proven in the US federal court system and confirmed by the Philippine Congress. The public constructions made by Marcos were overpriced and riddled by corruption. The economy sank because of excessive foreign debt and corruption.

The broad masses of the people nationwide participated in the overthrow of Marcos and even most of his military and police forces turned against him in 1986. The Marcos family and retinue had to be flown out of the palace by US helicopters.

2. Let me focus on what you say were the Marcos fabrications that he used to justify the suspension of the writ of habeas corpus and the declaration of martial law. You must be referring to the grenade throwing at the Plaza Miranda miting de avance of the Liberal Party on August 21, 1971 and the subsequent series of nuisance bombings in 1972. Within hours of the Plaza Miranda incident, Marcos accused you and then Senator Benigno S. Aquino of having plotted it. But when Marcos arrested and detained Aquino in 1972, Bernabe Buscayno in 1976 and you in 1977, he did not charge any of you as responsible for the Plaza Miranda incident. Why?

JMS: You are quite sharp in observing that Marcos did not charge Aquino or me for the Plaza Miranda grenade throwing incident. He knew that he had no evidence for his own lie. Thus, he did not charge us for it before any of his military commissions. Instead, he had Aquino and Buscayno convicted and given the death sentence by a military commission in 1978 on trumped up charges unrelated to the Plaza Miranda incident. The charges of subversion and rebellion filed against me before two military commissions never included the Plaza Miranda in the specifications.

The only instance when I was interrogated about the Plaza Miranda incident was on the evening of my day of arrest, November 10, 1977. It was done by Colonel Saturnino Domingo who asked me questions in a very intimidating and menacing manner at the Constabulary intelligence office. I showed him the mendacity and absurdity of the presumption of his questions. Thereafter, I was no longer asked questions about Plaza Miranda incident even while I was under severe torture and interrogation at the Military Security Unit compound where I was detained.

3. According to a declaration by your counsel Atty. Romeo T. Capulong, you had no criminal liabilities before you left the Philippines in 1986 and Philippine authorities did not make any official complaint that you had something to do with the Plaza Miranda grenade throwing. It was actually later, when you were already on your global university lecture tour from late 1986 to 1988 that accusations against you reemerged from the direction of the CIA and the Philippine military authorities. Why the renewed accusations?

JMS: As documented by Raymond Bonner in his book Waltzing with the Dictator, the CIA made its own investigation and concluded that Marcos had masterminded the Plaza Miranda grenade throwing in order to justify the suspension of the writ of habeas corpus and the declaration of martial law. But I think that after the fall of Marcos, the CIA had an ideological purpose in commissioning Gregg Jones to write a book for West View Press (a CIA-funded publishing firm) to blame the Plaza Miranda incident on me in order to discredit the Communist Party of the Philippines and the revolutionary movement.

The highest military officials at the time openly attacked me for my lectures and statements abroad denouncing the US-Aquino regime and demanded that my Philippine passport be cancelled to force my return to the Philippines from late 1986 onwards while I was still in the Asia-Pacific phase of my tour. Then they proceeded to include in their anti-Sison attacks the Plaza Miranda incident. They succeeded in having my passport cancelled in 1988 and filing against me a case of subversion unrelated to the Plaza Miranda incident. By 1989 they succeeded in having the Senate President direct the blue ribbon and justice committees to hold joint committee hearings to investigate the Plaza Miranda incident.

4. Question: How did the joint hearings of the blue ribbon and justice committees proceed? What were the results? And what did your military accusers do subsequently?

JMS: My military detractors wanted to demonize me with the use of the Senate hearings in 1989 and 1990. They presented so many witnesses who gave purely hearsay and speculative testimonies that were of course uncorroborated by other witnesses and documentary evidence. Atty. Romeo T. Capulong defended me competently and debunked all the false testimonies. The blue ribbon and justice committees did not make any conclusion adverse to me.

Before August 21, 1991 the Philippine National Police- Criminal Investigation Service filed a complaint (I.S. No. 91|-24834) against me and others at the office of the Manila city prosecutor for multiple murder in the Plaza Miranda incident. They beat the twenty-year deadline for the filing of single or multiple murder charge. They submitted everything that they thought could prove their case. And of course my counsel Atty. Capulong and the Public Interest Law Center submitted everything to debunk the outright lies and hearsay against me.

5. What happened to the complaint after your military detractors filed it?

JMS: The office of the Manila city prosecutor approved for issuance on August 24,1994 the resolution dated March 2, 1994 that described the complaint as based on sheer speculations and dismissed the complaint against me and other respondents for lack of evidence. I am giving you a copy of the resolution. You may reproduce it and attach it to this interview. The said resolution sums up and closes the case. The Manila prosecutor’s office had the most complete and best possible view of the submissions of the complainants and the respondents.

To further buttress the resolution, I am giving to you the certification issued by the Department of Justice through its Secretary Silvestre Bello III on April 20, 1998. This certification confirms the dismissal by the Manila city prosecutor’s office of the case filed against me and others in connection with the Plaza Miranda incident. It also confirms the dismissal or nullification of the subversion complaint filed against me (Criminal Case No. 74896) before Regional Trial Court of Pasig due to the repeal of the Anti-Subversion Law by Republic Act 7636 on September 22, 1992. I am giving you a copy of the certification for reproduction and attachment to this interview.

6. From time to time, you are still subjected to attacks in connection with the Plaza Miranda incident. What do you think of such attacks? How do they carry out the attacks? What is the purpose of your attackers? Are they not concerned that you can go after them in court?

JMS: Those attacks are pure rubbish. They usually recycle false testimonies against me and conjectures from previous publications against me. They never present my side in full even if the case file is available and the submissions and counter-submissions are accessible.

The opposing sides are well covered by the submissions and counter-submissions to the Manila city prosecutor’s office. Since such submissions were done in 1991, nothing new in the case has ever come up. Thus, I usually do not answer attacks. I answer these only when I am interviewed or whenever I think that a non-answer might be interpreted as acquiescence to the lie of the attacker.

Those who attack me have varying motives. The ideologically motivated attack me as the personification of the entire revolutionary movement. They calculate that by doing so they have a short cut for discrediting the entire movement. There are also some attackers who turned renegades or traitors to the revolutionary movement and try to justify their renegacy or betrayal by vilifying me and the entire movement. There are also mere crooks. They attack me in order to make some bucks. They do so now as paid agents of Bongbong Marcos.

All of my attackers seem to feel confident that they can freely libel and slander me because I am out of the Philippines. They know that I will not bother to file a case of libel or slander over a case that is already closed in my favor. Anyway, what I simply need to do is to show to the public the resolution of the Manila city prosecutor’s office dismissing the complaint against me for the Plaza Miranda incident. I always laugh at the commentators and columnists who play calumnists for a price.

7. I ask one final question in this interview. Aside from the attack that you and the late Senator Aquino had something to with the Plaza Miranda incident, there are attacks to the effect the two of you were co-founders of the Communist Party of the Philippines and the New People’s Army and that you and the Aquino family have been collaborating until at least in the early months of the Corazon Aquino regime. These attacks make it appear that you and other people can choose only between the Marcoses and Aquinos. What do you think of these two families or dynasties whose chief representatives have occupied the presidency the longest in the Philippines?

JMS: Ninoy Aquino could not have been a communist or founder of the CPP. He was well known as a CIA asset from the time he was a war correspondent in Korea. He was the political representative of the comprador big bourgeoisie and the landlord class. He made himself popular by harping only on issues of corruption and civil liberties. He never opposed the ruling system of big compradors and landlords.

Both the Marcos and Aquino families are fundamentally the same. They are major specimens and representatives of such reptiles as the big comprador-landlords and bureaucrat capitalists who exploit and oppress the Filipino people and who in turn are under the baton of US imperialism. The Filipino people are not limited to choosing between oligarchs, the Aquino and Marcos families, or between the political candidates that these families fund and support. The revolutionary movement of the people is growing in strength and advancing precisely because the people detest and wish to get rid of these oppressive and exploitative dynasties.

Sa paglilibing kay Ka Roger, bigyang-sibol ang mga bagong tinig ng rebolusyon

Ikinalulugod ng Partido Komunista ng Pilipinas (PKP) na maisasagawa ang paglilibing sa mga labi ni Gregorio “Ka Roger” Rosal, dating tagapagsalita ng PKP, sa kanyang bayang tinubuang Ibaan, Batangas. Katuparan ito ng kahilingan ng kanyang mga anak na mailibing ang mga labi ng kanilang ama sa tabi ng puntod ng kanilang inang si Ka Soli.

Nagpapasalamat ang PKP sa mga anak, kapatid at kamag-anak ni Ka Roger at mga rebolusyonaryong pwersa, sa pagtulong na mailipat ang mga labi ni Ka Roger. Halos limang taon nang nakahimlay ang kanyang mga labi sa isang lugar sa Hilagang Luzon na inilihim upang pangalagaan ang seguridad ng mga pwersa at kaibigang kabilang sa nangalaga sa kanyang kalusugan at kaligtasan.

Paglipas ng limang taon, angkop lamang na ilipat at ilibing ang mga labi ni Ka Roger sa may-pangalang puntod. Magsisilbi iyong simbolo ng pagkilala ng sambayanang Pilipino at rebolusyonaryong kilusan sa isa sa kanilang bayaning walang-imbot na nag-alay ng kanyang talino at buhay para itaguyod ang pambansa-demokrasya at sosyalismo.

Tama rin ang panahon na mailapat ang lapida ng Tinig ng Rebolusyon sa kanyang puntod. Sa okasyon ng ikalimang anibersaryo ng kamatayan ni Ka Roger sa Hunyo 22, magsisilbi iyong pananda para sa mga isasagawang pag-alala at pagkilala sa kanya ng sambayanan. Balik-balikan natin ang kanyang talambuhay sa mga pagpupugay na inilathala ng PKP at laksa pang mga samahan, mga personahe, mga taong-midya, kaibigan at iba pa.

Paglipas ng limang taon mula nang siya ay pumanaw, ang alaala ni Ka Roger ay nananatiling buhay sa kamalayan ng mamamayang Pilipino. Hindi mabura sa alaala ng bayan ang pangalan ni Ka Roger dahil ang pang-aapi at pagpapahirap sa sambayanan na siyang nagtulak sa kanya noon na lumahok sa digmang bayan ay patuloy na nagtutulak sa masang anakpawis na tanganan ang mga sandata ng rebolusyonaryong armadong pakikibaka.

Yamot na yamot ang mga reaksyunaryo sa buhay-pa-ring alaala, pagkilala at paghanga kay Ka Roger ng bayan. Nang tagapagsalita siya ng Partido, si Ka Roger ay laging sakit sa ulo ng mga pasistang upisyal ng militar at mga burukrata-kapitalista dahil sa maagap niyang paglalantad at pagkontra sa mga kasinungalingan at panlilinlang ng AFP at naghaharing papet na estado.

Bilang propagandista, walang sawa noon si Ka Roger na ipaglaban ang interes ng masang manggagawa at magsasaka. Para sa masang api at pinagsasamantalahan, nananatiling simbolo si Ka Roger ng kanilang rebolusyonaryong pakikibaka at hangarin para sa pambansa at panlipunang paglaya.
Sa paggunita natin sa nalalapit na anibersaryo ng kanyang kamatayan, kilalanin nating hamon para sa rebolusyonaryong kilusan ang magpalitaw ng laksang bagong mga Ka Roger.

Dapat nilang katawanin ang iba’t ibang larangan, teatro ng gera, mga aping sektor at uri, mga rebolusyonaryong organisasyong masa at organo ng kapangyarihang pampulitika at paalingawngawin ang sigaw para sa demokratikong rebolusyong bayan.

Dapat nilang tularan ang sigasig at kapangahasan ni Ka Roger sa paglalantad ng kalagayan ng bayan at sa pagpunit sa mga kasinungalingan ng mga upisyal ng militar at papet na estado.
Tulad ni Ka Roger, dapat nilang ipamalita sa buong mundo ang mga tagumpay na nakakamit ng sambayanang Pilipino sa pagsusulong ng digmang bayan: sa pagtatayo ng bagong gubyernong bayan, pagtupad ng tunay na reporma sa lupa, pagsusulong ng armadong pakikibaka at mga pakikibakang masa.

Dapat nilang hasain ang kanilang kaalaman sa Marxismo-Leninismo-Maoismo at sa kasaysayan at kongkretong kalagayan ng sambayanang Pilipino. Dapat silang makipagtagisan sa mga nagtataguyod ng neoliberalismo at iba pang nagteteoryang nagpapanggap na moderno para pagtakpan ang luma at bulok na sistemang kapitalista, ang pagnanaknak ng imperyalismo at ang paangangailangan para sa sosyalistang pagbabago.

Tulad ni Ka Roger, ang mga bagong sibol at sisibol pang tinig ng sambayanan at rebolusyon ay magsisilbing inspirasyon sa mga kabataan. Ito ay dahil sinasalamin ng mga bagong Ka Roger ang hangarin ng mga kabataan na wakasan ang malakolonyal at malapyudal na sistema na nagkakait sa kanila ng pag-asa at pumupuksa sa kanilang ideyalismo. Tulad ni Ka Roger, kinakatawan nila ang hangarin ng mga kabataan para sa malaya, maunlad at modernong kinabukasan.
Tamang-tama na isasagawa ang paglilibing sa mga labi ni Ka Roger sa okasyon ng pagdiriwang sa anibersaryo ng Bagong Hukbong Bayan. Sa araw na ito, ipagdiwang natin ang mga tagumpay sa rebolusyonaryong armadong pakikibaka at harapin ang hamong bigyang-sibol ang bagong mga Ka Roger.###
