With boundless joy, we celebrate the 40th anniversary of the establishment of the New People's Army (NPA) on March 29 under the absolute leadership of the Communist Party of the Philippines (CPP). Since then, the NPA has won great victories in the Filipino people's revolutionary struggle for national liberation and democracy through protracted people's war against US imperialism and the local exploiting classes of big compradors and landlords.

We congratulate all the Red commanders and fighters, the Party cadres and members in the NPA and the broad masses of the people for their accumulated and current victories. We render the highest tribute to our revolutionary martyrs and heroes. Our high revolutionary principles, courage, perseverance, hard work, fierce struggle and sacrifices have won us our victories since the establishment of the Party and the NPA.

With utmost joy, we celebrate today the 40th anniversary of the founding of the Communist Party of the Philippines (CPP) as the advanced detachment of the Philippine working class under the theoretical guidance of Marxism-Leninism-Maoism. Forty years ago today, we reestablished on a new foundation what originally was the Communist Party of the Philippine Islands (CPPI).

On this happy occasion, we in the Central Committee of the CPP salute all comrades in all Party organs, units and spheres of work, all Red commanders and fighters of the New People's Army, all allied forces in the National Democratic Front of the Philippines, all leaders and functionaries of the local organs of the people's democratic government, all activists in the mass movement and the broad masses of the Filipino people.

Some thoughts regarding our future revolution by a Revolutionary Old Guard

After 30 years of Reform it is time for the real Communist Party to draw its conclusions

Changes in the past 30 have meant that capitalism has basically been restored in China.

The principal contradiction in our country is still the contradiction between the proletariat and the bourgeoisie, but the principal aspect of the contradiction has changed from the proletariat to the bourgeoisie. A new revolution is now facing the proletariat and the working masses.

The basis of the revolution before us is upholding the great banner of Mao Zedong's continuing revolution and carrying out the great socialist revolution against corruption, against selling out our country and against capitalist restoration. The dictatorship of the proletariat no longer exists; therefore, our continuing revolution is no longer one being waged with the dictatorship of the proletariat. Instead, our continuing revolution is being waged against the dictatorship of the bourgeoisie. The road ahead will be difficult and have many twists and turns.

Ordinary Chinese people ask: “What good is the health care reform? Now we can no longer afford to see the doctors.”

Tens of millions of workers laid-off from former State enterprises say: “You took the factories we built with our blood and sweat and sold them to new capitalists, or foreigners; destroying buildings and machinery and then taking the land; you squandered away our country’s wealth and left us nothing to survive on.”

"Neoliberal" globalization

First of all, let me explain what the policy of "neoliberal" globalization is all about. It is a policy of deception, misrepresenting monopoly capitalism as "free market" capitalism. It has been adopted since 1980 supposedly to solve the problem of stagflation, the phenomenon of stagnation and inflation going together and the vicious cycle whereby the attempt to solve either one of them aggravates the other.

It is appalling that the government of Gloria Macapagal-Arroyo can get away with murdering and terrorizing Filipino citizens and is even lavished with financial, military and political support by the governments of the United States of America, Netherlands and the European Union. The future, necessity and justification of socialism in the 21st century

In the coming years, the class struggle can be expected to intensify in the imperialist countries. As in previous times, the monopoly bourgeoisie can be expected to turn to fascism to oppose the mass movement of the proletariat and non-proletarian masses. At the same time, contradictions among the imperialist powers can intensify upon the aggravation of the crisis of overproduction and the rise of domestic fascist movements.

In the meantime, the highest potential for armed revolution led by the proletariat is now with peoples most exploited by the imperialists and the local exploiting classes in the underdeveloped countries of Asia, Africa and Latin America. The greatest advantage available to them is that they can wage protracted people's war ahead of proletarian revolutions in the centers of world capitalism.

The Philippines is a semi-colonial and semi-feudal country, dominated by the US imperialists, the comprador bourgeoisie, the landlords and the bureaucratic capitalists. US imperialism and domestic feudalism are the main problems from which the masses of the people aspire to be liberated.

The Filipino working class, which emerged in the later period of Spanish colonial rule, has grown significantly in number and experience. But its further growth has been stunted because of the limitations in local industrialization and emphasis on raw material production and lately, on mere re-assembly plants, new plantations and businesses in the grip of foreign monopoly capitalism.
