CPP to Miriam: NPA does not support Duterte nor any other candidate

The Communist Party of the Philippines (CPP) reiterated today that it does not participate in the elections of the Government of the Republic of the Philippine (GRP) nor does it endorse or support any of the presidential candidate.

The CPP issued this clarification in reaction to statements yesterday by Sen. Miriam Defensor-Santiago that presidential candidate Davao City Mayor Rodrigo Duterte is the “official candidate” of the New People’s Army (NPA).

“Contrary to Senator Santiago’s claims yesterday, Mayor Duterte is not being endorsed nor supported by the Party or NPA,” said the CPP.

The CPP also dismissed reports by the Armed Forces of the Philippines (AFP) that NPA members in Samar are campaigning for Duterte. “These are pure lies.”

“Indeed, Mayor Duterte has espoused certain advocacies that strike a chord among the Filipino people and their national democratic forces, including calling for peace negotiations to address the roots of the armed conflict,” pointed out the CPP.

“Duterte has mostly styled himself an anti-crime crusader, a socialist and radical in an effort to win over the people who long have been disillusioned with the rotten ruling system,” notes the CPP.

“However, Duterte has also advocated such counter-progressive neoliberal economic policies as expanding the public-private partnership program, prohibiting unions and strikes, providing big bourgeois compradors with state-guaranteed profits, liberalizing trade and providing foreign investors with even more incentives,” added the CPP.

The Communist Party of the Philippines (CPP) acknowledges with keen interest Mayor Rodrigo Duterte’s promise to immediately declare a ceasefire in order to pave the way for peace negotiations if ever he wins the upcoming presidential elections.

Duterte’s promise, indeed, strikes a chord with the Filipino people who have long aspired for substantial progress in NDFP-GRP peace negotiations after more than 15 years of being stalled by GRP and AFP obstructionism.

Since 2001, the Arroyo and Aquino regimes prevented the NDFP-GRP peace negotiations to prosper. More than 20 peace consultants and personnel of the NDFP were imprisoned in violation of the Joint Agreement on Safety and Immunity Guarantees (JASIG). The Aquino regime has firmly shut the doors to peace negotiations by refusing to discuss such fundamental issues as land reform and
national industrialization which it summarily dismissed as “ideologically charged” in adamant refusal to recognize these as basic demands of the Filipino people.

Both regimes sought to defeat the revolutionary forces in the battlefield through military campaigns of suppression Oplan Bantay Laya I and II and Oplan Bayanihan. Arroyo and Aquino both miserably failed to stymie, much less defeat, the people’s armed struggle.

A Duterte presidency can push forward peace negotiations by upholding all previous agreements from the foundational The Hague Joint Declaration of 1992 to the Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law(CARHRIHL) of 1998 and complying with the GRP obligations under the JASIG by ordering the release of all NDFP consultants and political detainees.

On Duterte’s intention to be RP’s first Left President

Speaking before NPA Red fighters last week, Duterte declared he will be the first “Left President” of the Philippines if he wins the elections. In the hope of boosting his chances of gaining popular support, he issues radical soundbytes about destroying the government and setting-up a new one.

Talk is cheap, however, especially during the electoral campaign. If he ever wins, he will still have to prove himself in practice: Will he be like Venezuela’s Chavez who stood up to the bullying of the US government and promoted nationalization, a social welfare state and the arming of the people in Venezuela? Or will he be like Greece’s Tsipras who defended the welfare state in political debate but who later acceded to IMF and EU austerity policy-impositions?

Despite his “radicalisms”, Duterte has, in fact, yet to espouse any fundamental shift from the general run of neoliberal economic policy of the past 30 or so years. On the contrary, he has promised to expand privatization and deregulation and declared plans to provide state funds to Lucio Tan and his ilk of big bourgeois compradors; and liberalization of trade by allowing the dumping of surplus steel from China.

The US government, through its ambassador, has expressed displeasure with Duterte over a joke he made at the expense of a rape and murder victim in 2009 recently exposed in social media. Such a remark, in fact, expresses the anxiety of US officials over Duterte who, with his shoot-from-the-hip statements, might prove a bit too unwieldy and unpredictable for the US.

It is also a not so subtle advise for Duterte to more firmly toe the US line, especially with regard establishing US military bases and expanding presence in the Philippines through the EDCA, and containing the expansion of China.

Aware that US control over the elections propelled Benigno Aquino III to the presidency in 2010, Duterte may be compelled to secure his ties with the US. Or he can choose to make a break and seek support elsewhere.

Mahigit na sa anim na buwan, mula Oktubre 19, 2015, ng nanungkulan si Lt. Col. Leonardo Peña bilang commanding officer ng 61st Infantry Battalion, Philippine Army pero hanggang sa ngayon ay wala pa ring itong alam sa kasaysayan ng kanyang pinamumuang bataljon.

Sa isang pagtitipon ng mga mamamayan ng Bgy. Katipunan, Tapaz, Capiz na pinatawag ni Lt Col. Peña noong Abril 6, 2016 ipinagkaila nito ang mga karahasan at mga paglabag sa karapatang pantao ng mamamayan na kagagawan ng militarya laluna ng 61st IB, PA. Ayon kay Lt. Col. Peña na sa kapanahunan pa ng Philippine Constabulary (PC) nangyari ang mga karahasan at paglabag sa karapatang pantao na ipinaparatang ng mga mamamayan at hindi na raw nangyayari ito sa kasalukuyan dahil nagbago na at naging propesyunal na daw ang militära.

Para sa kaalaman ni Lt. Col. Peña, ang 61st IB, PA ay inilipat sa isla ng Panay mula sa isla ng Negros noong Nobyembre 2010 sa dahilang pinapalayas na ito ng mamamayang Negrense bunga ng kanyang mahabang listahan ng mga krimen laluna ang kasong pagpatay sa kay Benjamin Bayles, isang lider-manggagawa, sa Himamaylan City, noong Hunyo 14, 2010. Pinatunayan mismo ni Col. Edilberto Surante, Adjutant General ng Philippine Army, na ang dalawang suspek, si Pfc Rafael Cordova at Pfc Reygine Luas, ay pawang mga kasapi ng 61st IB, PA na pinamumunuan noon ni Lt. Col. Ricardo Bayhon.

Sa mahigit limang taon nang pananatili ng bedugong batalyong ito dito sa isla ng Panay nagpatuloy ang mga karahasan nito na lalong nagpahaba sa listahan ng kanyang mga krimen. Narito ang listahan ng mga malalaking krimen ng 61st IB, PA, laban sa mamamayang Negrense at Panayanon:

1. Nobyembre 11, 2002. Pagbihag at pagtortyur sa mga magsasaka na sina Moises Arcadeña, 62 taong gulang; ang kanyang mga anak na sina Eddie, Ely at Moreto; at sina Marcelito Romano at Demetrio Bitongga pagkatapos ng isang engkwentro sa pagitan ng NPA at Philippine Army sa Barangay Manlocahoc, Sipalay City.

Kasabay ng nabanggit na insidente ang pagharas sa mag-asawang sina Rodolfo at Gina Baylosis. Hinalughog ang tahanan ni Moreto Paborada at pinunit ang importanteng mga papeles kalakip na ang mga birth certificate, marriage certificate, diploma at mga dokumento ng kalabaw at motorsiklo. Ninakaw pa ang P500 nga nakatago sa aparador ng pamilya.

2. 2004: Pinatunayan ng isang fact-finding mission ng mga militanteng organisasyon at mga taong-simbahan ang 36 na mga kaso ng paglabag ng 61st IB sa karapatang pantao sa mga baryo ng Siaton, Negros Oriental.

3. Pebrero 2, 2004. Arbitraryo dinakip, pinailaim sa interogasyon at pagpreso sina Isabel Necesario, Julia Tabat at Medardo Sayosa, mga kasapi ng Bayan Muna at Anakbayan sa Bgy Molobolo, Cauayan, Negros Occidental. Pinagbintangan silang mga kasapi ng NPA matapos taniman ng bala at mga documento.

4. Mayo 28, 2006. Pagdukot sa kay Roberto Marapo at Dionelo Borres sa Bgy Andulaan, Ilog, Negros Occidental. Kinilala ang dalawang nagdukot na mga operatiba sa paniktik ng 61st IB.

5. 2006. Pamomomba, pag-istraping a ptaglikha ng iban pang karahasan, kasama sa 11th IB at 3rd Scout Ranger Company, sa 6 na barangay ng Calatrava, Negros Occidental na nagresulta sa pagbakwet ng 2,497 na mamamayan. Kasabay nito ang pagdakip at pagtortyur ng tatlong menor de-edad nga taga-Bgy Malanog, Calatrava at 2 pang sibilyan na sina Nathaniel Alesgar at Ruel Tapio.

6. Pebrero 22, 2010. Pagbaril sa kay Ronald Capitanea, public information officer ng Camindangan Small Farmers Association, sa Hacienda Mabuhay, Brgy Gil Montilla, Sipalay City, Negros Occidental.

7. Hunyo 14, 2010. Pagpatay sa kay Benjamin Bayles isang lider-manggagawa sa Himamaylan City, Negros Occidental.

8. Enero 11, 2011 – pananakot sa pamamagitan ng pagtutok ng baril sa kay Anabelle Loreno at sa apat nitong mga batang babae na mula tatlo hanggang 14 na taong gulang, sa Bgy Binolusan Grande, Calinog, Iloilo. Resulta nito, nasiraan ng pag-iisip ang 14-taong gulang na bata.

9. 2011 – 2012 – pagposisyon ng mga PDT units sa mga sentro ng baryo sa Tapaz at Calinog na naglagay sa panganib sa buhay ng mga mamamayan at gumambala sa kanilang pamumuhay. Sa panahong ito lumaganap ang pagkawala ng mga kalabaw at iba pang hayop ng magsasaka, dumami ang mga kaso ng pamomolestya at pagbuntis ng mga dalaga, lumaganap ang pornograpiya at pagdadala ng mga bayarang babae sa kanilang mga detatsment.

10. Marso 11, 2012 – pagpaputok ng M203 grenade launcher sa bahay ni Odloy Aguirre sa Tacayan, Tapaz, Capiz na nagresulta sa pagkapatay ng kanyang 6-taong gulang na bata na si Rodelyn Aguirre at pagkasugat ng 4-taong gulang na kapatid nito.

11. Oktubre 7, 2013 – pinaulanan ng putok ang bahay ni Kagawad Abelardo Diaz sa Nayawan, Tapaz, Capiz na ikinamatay ni Pastor Mirasol at pagkasugat ni Rolando Diaz, Sr..

12. 2013 hanggang sa kasalukuyan – Pananakot sa mga sibilyan laluna sa mga lider ng militanteng organisasyon ng katutubong Tumandok na mariing tumututol sa patuloy na pangangamkam ng 3rd Infantry Division, Philippine Army sa kanilang lupaing ninuno, lumalaban sa itatayong mapaminsalang proyektong mega dam sa Ilog Jalaur at Ilog Pan-ay, at sa mga nagpapatupad ng programa sa rehabilitasyon sa mga biktima ng superbagyong Yolanda.

13. 2010 hanggang sa kasalukuyan. Pamiminsala sang mga paray sa kaingin at iba pang pananim ng magsasaka sa panahon ng kanilang mga combat operations.

Ang nabanggit na mga pangyayari nagpapakita na sagad sa buto ng doktrina ng karahasan laban sa mamamayan ang mga opisyal at tauhan ng 61st IB, PA. Ang mga nakaraangg commanding officers nito, katulad kay Ret. Lt. Gen. Cabuay, ay mga bantog na pasistang ginantimpalaan ng matataas na posisyon dahil sa kanilang papel sa mga extrajudicial killings sa mga legal na lider-masa at progresibo na nagresulta daw sa pagpahina ng rebolusyonaryong kilusan.

Nagpapakita rin ito na “propesyunal” na sinungaling si Lt. Col. Peña. Hindi kataka-taka na wala ni kahit isang pumalakpak sa mga pinagyayabang ni Lt. Col. Peña pero napakalakas ang palakpak ng mga mamamayan ng Bgy Katipunan tuwing may magsalita at maglahad ng kanilang karanasan sa mga karahasang militar. Hindi rin kataka-taka na pinapalayas na ng taga-baryo ang 61st IB sa kanilang komunidad.

9. 2011 – 2012 – pagposisyon sang mga PDT units sa mga sentro sang baryo sa Tapaz kag Calinog nga nagbutang sa katalagman sang kabuhi sang mga pumuluyo kag naghatag sang huol sa ila pagsinalayo. Sa amo nga mga panahon nagduging kinawatay sang karabaw kag iban pa nga kasapatan sang mangunguma, nagdamo ang kaso sang pagmolestya kag pagbusong sang mga kadalagahan, pagpalapta sang pornograpiya kag pagdala sang mga bayaran nga babaye sa ila mga detatsment.

10. Marso 11, 2012 – pagpalupok sang M203 grenade launcher sa balay ni Odloy Aguirre sa Tacayan, Tapaz, Capiz nga ginkamatay sang iya 6-tuig nga bata nga si Rodelyn Aguirre kag pagkasamad sang 4-tuig nga manghod sini.

11. Oktubre 7, 2013 – pagpaulan sang lupok sa balay ni Kagawad Abelardo Diaz sa Nayawan, Tapaz, Capiz nga ginkamatay ni Pastor Mirasol kag pagkapilas ni Rolando Diaz, Sr.

12. 2013 tubtob subong – Pagpamahog sa mga sibilyan labi na sa mga lideres sang militante nga organisasyon sang pumuluyong Tumandok nga nagapamatuk sa padayon nga pagpang-agaw sang duta sang 3rd Infantry Division, Philippine Army, nagapamatuk sa pagatukuron nga makahalalit nga proyekto nga mega dam sa Suba Jalaur kag Suba Pan-ay kag sa nagapatuman sang mga programa sa rehabilitasyon sa mga biktima sang superbagro Yolanda.

May kandidato bala sa pagkapre-sidente nga may maathag nga plataporma nga managtag libre sang duta sa mga mangunguma kag modernisahon ang pamaagi sa produksyon? Wala.

Hipos man ang mga kandidato sa isyu sang tunay nga pungsodnon nga in-dustriyalisasyon kag ang tikang sa malubha nga problema sa mga mamumugon.

Ginalikawan man sang mga pu-litiko ang isyu sang interbensyon sang US sa pungsod paagi sa EDCA kag pagtukod sang mga base militar sa pungsod.
Madamo pa sang iban nga mga isyu sang pumuluyo nga wala ginatandog sang mga kandidato sa pagkapresidente kag iban pa nga pulitiko. Ang ginahambal sang mga pulitiko amo ang hapaw nga mga isyu nga ginaatubang sang mga pumuluyo.

Hipos man ang mga kandidato sa isyu sang tunay nga pungsodnon nga in-dustriyalisasyon kag ang tikang sa malubha nga problema sa mga mamumugon.

Ginalikawan man sang mga pulitiko ang isyu sang interbensyon sang US sa pungsod paagi sa EDCA kag pagtukod sang mga base militar sa pungsod.
Madamo pa sang iban nga mga isyu sang pumuluyo nga wala ginatandog sang mga kandidato sa pagkapresidente kag iban pa nga pulitiko. Ang ginahambal sang mga pulitiko amo ang hapaw nga mga isyu nga ginaatubang sang mga pumuluyo.

Konsabagay, ang pagdaog sa eleksyon sang kandidato wala nakabase sa tunay nga isyu sang pumuluyo. Ang magadaog sa pagkapresidente amo ang kon sin-o ang may daku nga pondo nga gastuhon sa eleksyon, makahimo sang pagpangdaya, pagpresyur kag pagpamahog sa mga botante, kag pagsakay sa sentimyento sang mga pumuluyo.

Sa tanan nga mga paktor diri, ang makahulusga amo ang papel sang imperyalismong US sa pagimpluwensya sang eleksyon agud sa pagpili sang kon sin-o naman ang mangin idu-ido nga ibulos sa mabaho kag ginakangil-aran na nga PNoy.

Amo gani nga wala sang matuod nga demokratiko nga eleksyon mientras nagahari sa katilingban ang imperyalismong US upod ang lokal nga mga kaalyado sini nga dalagku nga kapitalista kag asyendero. More peasant protests against landlessness, hunger and oppression are bound to spread–CPP

The Communist Party of the Philippines (CPP) expresses its full support to the mounting protests of peasants in South Cotabato, North Cotabato, Bukidnon, Misamis Oriental and Cagayan Valley demanding immediate relief amid worsening drought.

“Across the country, the peasant masses are fully justified in their clamor for the Aquino regime to immediately release calamity funds and distribute emergency food supplies to the people,” said the CPP. The CPP exhorts the peasant masses across the country to continue to rise up and resolutelyadvance their struggle for genuine land reform and against various forms of feudal and semifeudal exploitation and oppression.

Over the past several days, thousands of peasants have demonstrated in various cities and town centers. Rallies were mounted by at least 3,000 people in Koronadal City, 2,000 in Cagayan de Oro, 5,000 in Malaybalay City and 3,000 in Cagayan Valley.

Several weeks ago, at least 6,000 peasant demonstrators in Kidapawan City were mowed down by police officials with automatic rifles killing at least two and wounding hundreds. Around 90 people, including children, were arrested and criminally charged. The Kidapawan massacre has roused worldwide condemnation of the Aquino regime.

The CPP said hundreds of thousands of peasant masses across the country are increasingly incensed over the ruling regime’s failure to address their demands for immediate relief amid the drought calamity and their long-standing clamor for genuine land reform and an end to landgrabbing and oppressive policies by big foreign corporations and big landlords.

“Aquino and his military officials are a bunch of morons for dismissing the peasant demonstrations in Mindanao and elsewhere as part of what they claim to be NPA propaganda in the vain hope of covering-up their failure to address the just demands of the calamity-stricken peaasant masses,” said the CPP.

“The cacique Aquino has once again exhibited extreme contempt of the peasant masses in claiming they were simply duped to join the demonstration supposedly by promises they will be given rice in the town centers,” said the CPP.

“The peasant masses who joined the demonstrations are clearly organized and highly conscious of their demands for the Aquino regime to address their immediate and longterm needs,” said the CPP. “In putting forward their demands for emergency funds and support to ride over the drought, they obviously know much more than Aquino and his minions who all have failed to address the calamity predicted more than a year ago.”

“The peasant masses are demonstrating in the cities and town centers to demand, not plead, for the calamity funds and food supply due them and to castigate the Aquino regime for its refusal to heed their clamor and for intensifying the AFP’s Oplan Bayanihan war against them,” added the CPP.

“Bigger and more widesepread peasant protests are bound to be mounted over the next several months across the country as the increasingly acute crisis of the semicolonial and semifeudal system plunges the countryside into a deeper and deeper abyss of poverty, hunger and oppression,” added the CPP.

“The peasant masses are banding together in order to raise high the banner of land reform,†said the CPP. “They are demonstrating in their thousands to amplify their demands for subsidies and emergency support fund and food supplies for calamity stricken areas, for relief from burdensome credit and microfinance loans, for free irrigation, for raising the prices of palay, copra and other peasant produce, for an end to the expansion of plantations and contract growing schemes, for an end to landgrabbing and expansion of feudal landholdings and so on,” said the CPP. ###

CPP lauds NPA 20 firearms seizure in back-to-back Davao City raid and Samar ambush

The Communist Party of the Philippines (CPP) today congratulated the New People’s Army (NPA) for successfully seizing a score of high-powered firearms in a raid last Saturday and ambush last Sunday. At least five operating troops of the national police were also taken in custody as prisoners.

At least 19 high-powered rifles were seized by the NPA’s Pulang Bagani Command 1 in an ambush last Saturday against a detachment of the 72nd Infantry Battalion in Paquibato District in Davao City. The Red fighters seized nine M14 rifles, nine M1 Garand rifles and an M16 rifle, thousands of bullets, grenades and others.

The following day, April 17, NPA Red fighters ambushed troops of the 87th Infantry Battalion as they were travelling along the New San Agustin highway in Sition Guirang, Barangay Rawis, Basey town in Samar. Red fighters came in close to take away an M-16 assault rifle and K3 submachinegun.

“The Party and all revolutionary forces congratulate and praise the back-to-back
Davao City raid and Basey town ambush for successfully disabling the enemy forces and seizing their weapons,” said the CPP.

“The back-to-back NPA raid and ambush are in response to the standing order of the CPP Central Committee to carry out more and more tactical offensives in order to seize the enemy’s weapons,” said the CPP.

“In both tactical offensives, the NPA exhibited skill and courage in both medium-distance and close-quarter battle as Red fighters overpowered the enemy forces with tactically superior firepower and made close contact in order to take away the enemy’s firearms and other military materiél,” said the CPP.

The CPP expects the NPA “to carry out more and more tactical offensives nationwide that will equal or surpass the back-to-back April 16-17 offensives in Davao City and Basey town. By replicating these tactical offensives, the operating troops of the AFP will become virtual supply officers delivering the US-supplied arms to the NPA and the people’s militias.”

The US has been supplying the AFP with M4 rifles, K3 submachineguns and other assault weapons.

“There is an increasingly urgent need to seize more and more weapons from the enemy as the pace of NPA recruitment continues to rise amid the aggravating crisis and worsening poverty and exploitation of the toiling masses,” said the CPP. “The NPA and the people’s militias must launch more and more tactical offensives and carry out a disarming movement to take away the enemy’s weapons.â€

“The back-to-back April 16 and 17 offensives also underscore the utter failure of the Aquino regime and AFP in its Oplan Bayanihan war of suppression against the people,” said the CPP.

Following the Davao raid last April 16, five operatives of the Philippine National Police carrying out pursuit operations in Paquibato district were taken in by the NPA as prisoners. This brings to at least 12 the number of police and military operatives captured and currently imprisoned by the NPA over the past several weeks.

Carter visit marks heightened US intervention and war-mongering

The April 13-15 visit of US Defense Secretary Ashton Carter was an outright display of contempt of Philippine sovereignty and US high-handedness. It marks heightened US intervention in the Philippines and war-mongering in the Asia-Pacific region.

The visit of Carter which coincided with the closing ceremonies of the Balikatan 2016 served as an opportunity for saber-rattling and war provocations. It aimed to further entrench the interventionist US military troops in the Philippines and taunt China with a display of military power.

To the Aquino regime, Carter’s visit is relevant as it serves as an affirmation of its master’s support. Carter is currently the US imperialists’ baton wielder orchestrating the deployment and build-up of the giant US machinery in accordance with its Asia pivot aims of further fortifying US military power in the Asia-Pacific region to protect US economic and trade interests and contain the military and economic expansion of China.

1. The 10-day Balikatan 2016 joint exercises saw close to 5,000 US troops descend on Philippine soil to flaunt their war machinery with the aim of projecting US military power in the country and the Asia-Pacific region. It served the aim of the US military to display, promote and test its latest military assets, particularly the High Mobility Artillery Rocket System (HIMARS), in the hope of further stimulating the market for US war commodities.

The Balikatan 2016 exercises also served to further raise the interventionist capability of the US military by tightening its control and command mechanisms over the Philippine armed forces. By involving the AFP’s Northern Luzon Command, Southern Luzon, Central Command, Western Command, and the Joint Task Force – National Capital Region, the US military further established its command authority over the ground commanders of the AFP in Luzon and Visayas.

Priorly, the US military has established such command and control mechanisms over the Mindanao-based area commands of the AFP where US military advisers and ground troops have led and participated in intelligence, psywar, and combat operations against the Bangsamoro fighters and the New People’s Army over the past 15 years.

The Balikatan 2016 further promoted US disaster interventionism. To justify the deployment of large numbers of interventionist US troops, their operations and trainings are described as “humanitarian assistance and disaster response.”

Under this tactic, the US aims to soften the image of its military by conducting cheap publicity-stunts such as school repair, food drops, blood-letting etc. making use of its gargantuan budget of several hundred billion dollars. On the other hand, it militarizes disaster operations, once the realm of civilian public agencies and private organizations, and subjects these to international conflict.

2. After the Balikatan 2016, Carter later proceeded to board the USS John C. Stennis warship. On boarding the US aircraft carrier, Carter ordered its crew to make provocative approaches to the disputed islands and maritime formations in the area.

For around a month now, the USS Stennis group of warships has been sailing back and forth across the South China Sea and the entire Asia-Pacific region in complete disregard of Philippine territorial sovereignty.

Without notice to Philippine officials, the USS Stennis warship has sailed into Philippine waters, docked at Subic port and made the Philippines as base of its operations. As expected of the puppet regime, Aquino’s officials have raised no opposition and have even welcomed the unannounced entry of US warships into Philippine sovereign territory.

In October last year, Carter also ordered another US warship, the USS Lassen, to make similar approaches to the disputed areas which the US hypocritically describe as “innocent passages” and part of its “freedom of navigation operations”. Last January, Carter also ordered the USS Curtis Wilbur to challenge the territorial claims of China and Vietnam over the Parcel islands in the South China Sea.

So-called freedom of navigation operations are unilateral US military manoeuvres that specifically aim to challenge the sovereignty claims of countries under the UNCLOS, which considers the waters within 12 nautical miles of a coastal state as part of its territorial sea. This include the territorial waters claimed by the Philippines under UNCLOS, which the US does not recognize and fear may be used to block US assertion of its military might and hegemony and impede the flow of trade of US commodities.

Carter and his boss Barack Obama are big liars when they claim that the deployment of US military forces in the South China Sea are part of its ‘ironclad’ commitment to defend Philippine sovereignty. These public statements are mere image building rhetoric that aim to have the Filipino people accept US violations of Philippine sovereignty.

In his December 22, 2015 report to the US Senate on the USS Lassen’s “freedom of navigation operations”, Sec. Carter was unequivocal in declaring that US military operations in the South China Sea are not in defense of Philippine sovereignty. He said: “The United States does not take a position on which nation has the superior sovereignty claims over each land feature in the Spratly Islands.”

3. Carter has been vigorously pushing for increased presence of US troops in the Philippines. Just before flying to Manila, he declared that the US military will have access to more than five military camps initially indentified under the Enhanced Defense Cooperation Agreement (EDCA).

To have the EDCA acceptable, officials of the US and Aquino regime have been describing it as a means to strengthen the capabilities of the Philippine military. In reality, the EDCA is nothing more than a military bases agreement to allow US military forces to use the country as a platform for its interventionist and aggressive operations within the Asia-Pacific region. For more than half a century of “military alliance” with the US, the AFP remains as
one of the weakest militaries in the world.

Revealing imperial high-handedness, Carter described the US bases under EDCA as “our favorite way of having a presence, for US forces to operate in and out of the Philippines, in support of our allies, of our broader networks of friends and allies in the region.” Carter’s description of US troops in its military bases as “rotational” is a thin veil that fails to hide the fact that US military troops are, in fact, permanently present in the Philippines. With the Visiting Forces Agreement and the EDCA, the Philippine now serves as one big military base for the US where its warships, jetfighters and troops can come and go anytime the US military wishes.

That the Philippines and the US government are friends is a sham! That the EDCA further cements this alliance and will help strengthen the country’s defense is a double sham! So-called friendship with US imperialism has condemned the Philippines to a perpetual state of backwardness and dependence. If anything, the EDCA has served only to reinforce the status of the Philippines as a subaltern, further relegated as a base for the forward deployment of US forces and for launching its power-projection operations in exchange for the “priviledge” of buying obsoleted US military junk.

The Communist Party of the Philippines condemns heightened US military and political intervention in the Philippines. It upholds the Filipino people’s aspiration for national and social liberation. The CPP and the revolutionary forces support the demand to abrogate such unequal military treaties as the Mutual Defense Treaty, the Visiting Forces Agreement, the Mutual Logistics Support Agreement and the EDCA.

The CPP stands for an end to the presence of US interventionist troops and war materiél in the Philippines.

The CPP joins the Filipino people in opposing the establishment of military bases under the EDCA. The CPP calls on the Filipino people to wage political mass struggles against the AFP camps hosting US military facilities.

The CPP has also instructed the New Poeple’s Army to launch armed offensives against AFP forces serving as perimeter guards of US interventionist troops.

US Balikatan forces to speed up construction of military bases

The Communist Party of the Philippines (CPP) denounces the Balikatan 2016 exercises through which the US military is deploying large numbers of troops and equipment to speed-up the construction of US military bases and facilities agreed upon under the Enhanced Defense Cooperation Agreement (EDCA).

The US military has deployed almost 5,000 US soldiers for the Balikatan 2016 exercises scheduled for April 4-16. Besides bringing along modern US weapons of mass destruction for exhibition, promotion and forward deployment, it has also deployed an army of backhoes and bulldozers that will help speed up the construction of five US military facilities.

The presence of thousands of US soldiers with their warships, jetfighters and weapons systems in the Philippines constitute a gross violation of Philippine sovereignty and is a slap in the face of freedom-loving Filipinos.

The US government carries out with impunity such gross violation of Philippine sovereignty through such unequal treaties as the Visiting Forces Agreement (VFA), the EDCA and the Mutual Defense Treaty (MDT).

The Balikatan 2016 exercises are being held a few weeks after security and defense officials of the US and Aquino regime agreed to have the US military setup military bases initially inside five Philippine military camps.

US bases are set to be built inside Antonio Bautista Air Base in Puerto Princesa, Palawan; Basa Air Base in Floridablanca, Pampanga; Fort Magsaysay in Palayan, Nueva Ecija; Lumbia Airport in Cagayan de Oro; and Mactan-Benito Ebuen Air Base in Cebu. The US military is eyeing at least three more bases.

US officials claim that the large number of construction equipment brought along by the US military will be used in humanitarian and civil works. Surely, these equipment will be used beyond the publicity-stunt construction and repair of three elementary school buildings in certain towns of Capiz and Iloilo.

The CPP further condemns the US and Aquino regime for using disaster-response and humanitarian aid as pretext to heighten US military intervention and further entrench the US military in the country.

The US government is militarizing humanitarian work wherein interventionist troops with large-scale weapons systems are put at the front line of rescue and relief operations, subjecting such operations to military conflict, thus, further endangering the lives of people.

By deploying its military in disaster response, the US is virtually hindering other countries which it may be in conflict with to deploy their own agencies and resources for humanitarian assistance.

The US government wishes to strenghten its military foothold in the Philippines in order to continue using the country as a large base for the forward deployment of its military forces and assets in line with its hegemonic “Asia pivot” to secure for itself the trade routes, sources of cheap labor and areas for investments in the Asia-Pacific countries.

With the Aquino regime, the US has been provoking China to become more aggressive by deploying its war machinery around the South China Sea.

By having its military forces permanently stationed in the Philippines, the US seeks to suppress the national liberation movement being carried forward by the CPP and other revolutionary forces. American military advisers have been directing the local armed forces in waging counter-guerrilla warfare arming soldiers with its surplus weaponry, deploying surveillance drones and other tactical equipment, providing logistical support and having its forces engage in actual combat operations.

With the planned five US military bases and increased deployment of US troops in the Philippines, anti-imperialist forces must amplify the Filipino people’s demand for the immediate abrogation of the VFA , EDCA and MDT and for an end to construction by US forces inside the military camps. Direct increasingly large demonstrations against US bases in these camps of the AFP.

The New People’s Army must contribute to the struggle against US military intervention and US military bases by, among others, directing tactical offensives against the host camps and the treacherous armed forces that provide perimeter security to the interventionist troops.

Claims of NPA presence at Kidapawan are part of an idiotic coverup–CPP

The Communist Party of the Philippines (CPP) denounces statements made yesterday by Malacañang saying investigation of the violent dispersal of peasant demonstrators last Friday in Kidapawan City should focus on the presence of NPA members in the rally.

“Claims made by media handlers, defense and security officials of the Aquino regime that there were members of the New People’s Army (NPA) among the demonstrators is part of the idiotic coverup that seek to obscure the responsibility of armed police personnel over the killing of at least four demonstrators and the wounding of more than a hundred others,” said the CPP.

“The CPP declares that there were no armed NPA fighters among the Kidapawan City peasant demonstrators.”

Last Friday, the Aquino regime’s police personnel armed with M16 automatic rifles opened fire at peasant demonstrators as the protest action was violently dispersed. The peasants have been demonstrating since March 30 seeking the release of calamity funds and rice and food supplies amid the seven month drought that has hit large areas of North Cotabato and other Mindanao provinces.

“Aquino’s media managers are promoting the view that the demonstrators were provoked citing supposed reports about the ‘presence’ of mass-based organizations as Anakpawis, KMP and others, as if these organizations ‘infiltrated’ the demonstrations when in fact these groups were at the lead,” said the CPP.

“By insinuating the demonstrators were ‘provoked by the Left’, Aquino’s spinmeisters desperately want to downplay its failure to address the urgent demand for food and relief funds in the face of the drought calamity, as well as the long-standing clamor for genuine land reform amid relentless landgrabbing by expanding plantations,” added the CPP.

“It is the gnawing hunger and poverty and oppression of the peasant masses which has provoked them to rise up and march from the countryside in order to seek relief from their dire situation and express their indignation over the Aquino regime’s callous refusal to address the urgent and desperate needs,” said the CPP.
