Agcaoili has written the Ministry of Foreign Affairs of the Royal Norwegian Government (RNG) in Oslo, Norway requesting its assistance in recovering the various files and records the Dutch police confiscated last 28 August 2007 during their raid of the office of the NDFP and the arrest of NDFP chief political consultant Prof. Jose Ma. Sison.

NDFP Chief Negotiator Luis Jalandoni filed formal complaints last Friday before the United Nations Working Group on Enforced Disappearances in Geneva against President Gloria Arroyo as Commander-in-Chief of the Armed Forces of the Philippines (AFP). The enforced disappearance of NDFP Consultant Leo Velasco on 19 February 2007 in Cagayan de Oro City and the disappearance of NDFP Consultant Cesar Batralo in San Mateo, Rizal on 21 December 2006 and NDFP Staff member Federico Intise and his wife Nelly in General Santos City on 26 October 2006 were presented with substantiating documents.

NDFP files UN complaints against Gloria Arroyo for disappeared staff, consultant

Luis G. Jalandoni, Chairperson of the NDFP Negotiating Panel to the peace negotiations with the GRP, filed two complaints on 27 April before the United Nations Working Group on Enforced and Involuntary Disappearances (UNWGEID) for the abduction by armed men and enforced disappearance of NDFP consultant Rogelio Calubad and his son Gabriel on 17 June 2006 in Calauag, Quezon province; and of NDFP staff member Leopoldo Ancheta on 24 June 2006 in Guiguinto, Bulacan province. 

Mr. Jalandoni charged GRP President Gloria Arroyo as responsible for the enforced disappearances, citing the universally recognized and applicable principle of command responsibility, as the Commander-in-Chief of the Armed Forces of the Philippines (AFP) and the Philippine National Police (PNP).

UN Working Group on Disappearances receives information on abduction of NDFP Consultant Leo Velasco

[ Utrecht, 28 February ]  The United Nations Working Group on Enforced or Involuntary Disappearances yesterday acknowledged receipt of NDFP Negotiating Panel Chairperson Luis Jalandoni’s letter to Mrs. Gloria Macapagal Arroyo dated 26 February 2007. Jalandoni’s letter “protested in the strongest terms the involuntary disappearance of NDFP Consultant Leo Velasco.” The abduction was perpetrated on 19 February 2007 in Cagayan de Oro City by armed men who introduced themselves as government agents.
